Chicago & Illinois Reopening Guidelines

May 27, 2020

As the State of Illinois is expected to advance to Phase 3 of reopening at the end of May, Governor JB Pritzker has released industry-specific guidelines that allow for the safe re-opening of businesses.

Illinois currently has guidelines for the following industries:

  • Manufacturing
  • Health and Fitness Centers
  • Offices
  • Personal Care Services
  • Retail
  • Outdoor Recreation
  • Service Counters
  • Day Camps
  • Youth Sports
  • Restaurants and Bars (outdoor dining and drinking)

Each set of guidelines includes a common set of guidelines that are expected and encouraged among all employers and activity types, as well as workplace and program-specific guidelines.

HR guidelines applicable to all employers include requiring employees to complete health and safety training related to COVID-19 when initially returning to work, limiting all non-essential business travel, and prohibiting employees from entering the worksite if they have COVID-19 symptoms.

While Chicago has not announced when it will move to Phase 3, Chicago has also issued industry-specific guidance for reopening once Phase 3 hits.

Chicago currently has guidelines for the following industries:

  • Education & Childcare
  • Office & Real Estate
  • Accommodation & Tourism
  • Food Service
  • Retail and Services
  • Business-to-Business
  • Healthcare
  • Parks & Outdoor Attractions

Highlights from the office and real estate guidelines include adding visual signage throughout facilities regarding hygiene, social distancing; closing small, high-traffic common areas are closed to avoid large gatherings; and making sanitation stations readily available for employee and customer use.

The City strongly encourages employers to self-certify compliance with these guidelines prior to reopening. If your industry is not listed, you should refer to the guidelines for the industries that are most similar to your business.
